The EIB, the European Union's bank, in the framework of its GRAD programme, is seeking to recruit for its Operations Directorate (OPS) – Equity, New Products and Special Transactions Department – Non-EU Equity & Microfinance Division – Microfinance Unit at its headquarters in Luxembourg, a Graduate. This is a full time, temporary position.

The term of this contract will be 2 years; as this is a temporary replacement assignment, no extension or conversion of the contract is foreseen.

Panel interviews are anticipated for the second half of April 2021

Purpose

The Graduate will be expected to support different OPS Departments upon request for a fixed period of time. The main objective will be to support Loan Officers in the Division concerned in their origination and execution of standard and complex structured lending operations inside or outside the EU, according to EIB policies and procedures and with the objective to contribute to EU Policy goals.

For this position, the first assignment will last until the end of 2021 and you will participate to and carry out microfinance lending and equity operations, primarily in the Africa, Caribbean and Pacific (ACP) and in the EU Neighbouring Countries (NC) regions. Therefore, you will support more senior investment officers in the origination, appraisal, negotiation and monitoring of operations.

At the end of this assignment, you will be transferred to a different Department within the OPS Directorate upon business needs.

Operating Network

For your first assignment, you will report to the Head of Microfinance Unit and collaborate closely with colleagues in the Division, as well as in other teams of the EIB involved in microfinance transactions (e.g. with Legal Services, Risk Management, or Compliance).

Accountabilities

Under the supervision of senior investment officers and the Head of Microfinance Unit you will support the team in the following tasks:

Approval process

Track and monitor developments in the target markets and microfinance activities in general

  • Evaluate, at an early stage, the quality of potential microfinance operations and their chance of success, by consulting, where appropriate, with the relevant services.
  • Support the preparation of any materials necessary to present and structure transactions and project proposals.
  • Carry out document processing for all draft documents relating to the operation / project cycle, draft commercial and project related correspondence.
  • Follow-up and compile financial and other information as needed.

Negotiation of contracts

  • Follow up with relevant services the implementation of negotiated terms and conditions of operations and other project documentation.
  • Participate in the organisation of contract signatures.

Disbursement and monitoring

  • Support the disbursement process and the fulfilment of conditions in coordination with the Front Office Support team in the Department.
  • In the event of any contractual modifications, participate to the negotiations in liaison with other EIB’s services in order to maintain the quality of the portfolio and ensure the effective implementation of the financed projects.

Optimisation of operating tools and working methods

  • Suggest improvements to existing tools, systems and products in response to changes in the operational framework.
  • Ensure correct input of data relating to own area of activity into the management information system in order to contribute to the continuous improvement of working methods and development of products.

Qualifications

  • University degree, preferably in Finance, Economics, Business Administration or Law
  • Knowledge of financial analysis and preferably also in risk assessment and financial modelling
  • Interest in Development Finance, Microfinance and/or Impact Finance would be an advantage
  • Proficiency in MS Office Tools (Word, Excel, PowerPoint
  • Knowledge of standard computer tools and lending applications
  • Excellent knowledge of written and spoken English and another EU language.
  • Sound knowledge of French would be an advantage.
